SONAR Final Draft

The SONAR supports the District’s decision to adopt the proposed standards, which, as required by Minnesota Statutes §103B.235, must be reflected in official municipal
controls as necessary to bring local water management into conformance with the Plan. The District may adopt rules to reinforce implementation of the proposed standards. The
proposed standards are in line with the District’s mission, which is to manage and protect the Minnesota River, lakes, streams, wetlands, and groundwater and to manage
the disposal of river dredge material in support of navigation on the Minnesota River. The proposed standards are beneficial to effective management and protection of water
resources in the District, and any burdens that these standards impose are reasonable.
